Training Needs Analysis Proposal

We were thinking to get the expert to do the TNA for at least the first run. Then we can learn from them and do the others.

This is one of the proposal for our project: Training Needs Analysis from an international company.

I. Introduction

This proposal is being provided following a request from CLIENT Airlines for a SUPPLIER expert to run a Needs Assessment in one department of the company, based on the Client preference. Subject to the availability of the SUPPLIER Needs Assessment Consultant, the SUPPLIER Training and Development Institute is prepared to offer CLIENT Airlines a complete Needs Assessment that will take place over a period of ten (10) days including five (5) days at the Client site.

II. Methodology

The purpose of a Needs Assessment is to identify the ways in which both individuals and working units should improve to achieve key organizational goals and objectives.

A Needs Assessment considers all possible interventions that may foster performance improvement within an organization. An intervention is any activity that best combines internal and external expertise to bring about change and improvement. These activities can generally be separated in two broad categories of training and non-training interventions. Training interventions include all activities designed specifically to facilitate the learning of relevant knowledge and skills. Such interventions include activities ranging from traditional classroom instruction, to on-job-training, to informal team learning. Non-training interventions include all activities focused on improving the conditions of job performance, such as changes in management practices, procedures, tools and equipment, work processes, etc. In summary, training interventions more directly focus on the acquisition and integration of knowledge and skills whereas non-training interventions seek to improve job performance via changes in working conditions.

A Needs Assessment is essentially an information gathering process that makes it possible to identify areas that require improvement within an organisation. The intervention includes five (5) steps:

(a) Preparation

(b) Information Gathering

(c) Analysis and Initial Reporting

(d) Review and Discussion

(e) Conclusion and Final Reporting


(a) Preparation

This step focuses on clarifying the Needs Assessment purpose and mandate, obtaining preliminary information and arranging subsequent activities. Client Airlines will make available any background information (e.g., documents) that clarifies the situation of the organization (e.g., important political, social or economic conditions) and working individuals (e.g., typical background, experience and education) as well as statements of expectations (e.g., key questions and issues to be addressed during the Needs Assessment). Arrangements will then be finalized for an on-site visit during which Client Airlines and the SUPPLIER Consultant will work together to define needs.

(b) Information Gathering

This step primarily involves learning about the organization and its employees via work sessions, interviews and surveys taking place during the site visit. The SUPPLIER Consultant will meet individuals at all levels of the organization to gain a more comprehensive understanding of existing conditions, opportunities for change and improvement, desirable and undesirable activities, etc.

(c) Analysis and Initial Reporting

Following the site visit, the SUPPLIER Consultant will prepare a report in which the information gathered during the work sessions, interviews and surveys will be compiled, reviewed and analyzed to identify trends, themes and specific needs. The report will suggest and describe possible activities to address various needs and requirements at the individual and organizational level.

(d) Review and Discussion

The report will be submitted to CLIENT Airlines for review and discussion. The following elements will be covered:

· The needs to be addressed, in order of priority;

· The activities (training and non-training interventions) to be completed to address needs;

· The expected benefits of each activity and how they are expected to contribute to improving individual and organizational performance overall;

· An implementation timeframe to carry out the proposed activities (short and long term plans).

The outcome of this discussion will be a complete, relevant and feasible performance improvement plan that is acceptable to both CLIENT Airlines and the SUPPLIER Consultant.

(e) Conclusion and Final Reporting

A final report will be prepared and submitted to CLIENT Airlines in order to document the agreements reached during previous discussions and outline an action plan that will meet the identified needs.

This would complete my project 1 on the Training Need Analysis and would add to my KRA.
